PNP Chief Eleazar Orders Cops To Ensure Tanods Allowed To Carry Guns

NO TANOD ALLOWED WITH GUNS – The Philippine National Police Chief Guillermo Eleazar stated that village security or “tanods” are no longer allowed to carry any form of fire arms during the quarantine.

Last week, Manila has yet again been placed under the enhanced community quarantine (ECQ), the strictest quarantine in the country. Because of this, local government units are tightening their security to ensure health protocols are being followed.

However, a recent incident involving a barangay tanod shooting to death a 59-year-old curfew violator in Tondo, Manila, sparked outraged across the country. Furthermore, residents said the man supposedly had mental illness.

Because of this, Eleazar emphasized that all law enforcers need to follow the rules of engagement. Moreover, “maximum tolerance” should be given to violators of curfews and other health protocols.

According to an article from GMA, the PNP Chief said:

In the enforcement of minimum public health safety standards and ECQ rules in Metro Manila, we always remind our law enforcers to observe maximum tolerance on quarantine violators

Along with this, the chief stressed that the PNP would conduct a meticulous investigation regarding the fatal incident. Additionally, he promised the victim’s family that the police force would hold the suspect identified as “Cesar Panlaqui” accountable for the crime that he committed.

Furthermore, illegal possession of firearms may also be held against the suspect. As of writing, Panlaqui is under the custody of the Manila Police District.

Meanwhile, the Commission on Human Rights (CHR) said it would conduct their own investigation into the incident. As per the article, Atty. Jacqueline de Guia said:

Employing force will not eliminate the virus, but may instead further imperil and harm lives, which the quarantine rules is supposed to protect
