Judge Nicasio Bautista III of the Regional Trial Court Branch 21, Santiago, accused the suspect with Qualified Seduction, according to PCol. James Melad Cipriano, Provincial Director of the Isabela Police Provincial Office. Baloran was allegedly complained about by the parents of a 16-year-old student two years ago, according to reports.
The teacher and the victim had a relationship, according to the victim. However, because their daughter was still a juvenile, her parents maintained that the suspect had broken the law and that the case against him should be pursued.
According to an article, teacher-student relationships are prohibited. Teachers are forbidden from falling for their students since pupils are vulnerable and are thus protected by regulations such as RA 7610, the Special Protection of Children against Abuse, Exploitation, and Discrimination Act; and RA 7877, the Anti-Sexual Harassment Act of 1995.
