Based on Lapayan’s statement, Wayan and Rebot were challenged to arm-wrestling while PCpl Harold Mendoza, another of the victim’s comrades, was asleep before the incident occur. It turns out that Rebot was enraged by his loss at arm wrestling, so he pulled out his Glock 40-millimeter gun and allegedly shot Wayan in the chest.

PCpl Wayan, PCpl Mendoza, PCpl Rebot, and Lapay had previously gotten together for a drink at the latter’s rented residence at Bitoon Circle, Brgy. Commonwealth, Quezon City. According to Rebot’s first statement to the investigator, he walked to the restroom and left his gun on the table where PCpl Mendoza was sleeping.

According to reports, the victim jokes to take PCpl Rebot’s gun, point it at his chest, and pulled the trigger which resulted in his death. But the CIDU made Lapayan confessed for continuously questioning what the true incidence in Wayan’s killing was, and afterward voluntarily made his statement to the police.

The two police officers who were with Wayan were already relieved since the authorities were conducting a pre-charge investigation. Rebot has been charged with murder, while Mendoza has been accused of obstruction of justice, and both will face administrative charges.
