Barangay Captain Shot Chief Tanod After Allegedly Runs Uncontrollable Amok
A drunk chief tanod (watchman) who allegedly runs amok dies after being shot by Barangay captain over uncontrollable behavior.
In Santa, Ilocos Sur, a barangay chairman shot and killed the leader of the watchmen, who reportedly refused to be restrained after he became enraged. According to the report, the captain’s chief tanod also attempted to stab him.
Elson Bayya, 52, of Barangay Dammay, was the shooting victim, according to police reports. The perpetrator, Mariano Umipig Jr., the barangay chief, is now in police custody.

During the authorities’ investigation, it appeared that Bayya was inebriated and that he and his brother-in-law, who was also inebriated, got into a confrontation. Bayya was allegedly appeased by the two barangay councilors, but he refused to listen and calm down, prompting their barangay leader Umipig to be summoned.
According to the police, Umipig said that Bayya attempted to stab him while he was begging, so he took the gun from his bag and shot the victim. Bayya was shot in different parts of his body and did not survive the trip to the hospital.
The gun used by Umipig, believed to be 9mm, was not recovered based on the bullet casings found at the crime scene. Umipig said he was simply defending himself when Bayya tries to stab him.
However, because of the amount of bullet wounds the victim got, Bayya’s wife does not believe Umipig acted in self-defense. The widow agreed to take the barangay chief to court.
