“The economy is open. When we talk of lockdowns in ECQ and MECQ, the economy is closed wherein the people are directed to stay at home,”

This came from a statement from presidential spokesman Harry Roque Jr., according to a report from the Philippine Star.

The spox added that the NCR+ Bubble is necessary to curb the rising cases of COVID-19 infections, thanking the public’s cooperation that led to relatively few apprehensions.

On the other hand, National Task Force Against COVID-19 (NTF) chief Implementer and vaccine czar Carlito Galvez Jr. assured that the majority of the population will be vaccinated by year-end, which will allow the economy to safely re-open.

The Bangko Sentral ng Pilipinas (BSP) earlier assured the public that there will be unhampered financial services amid additional mobility restrictions in the bubble.

“The BSP, together with the banking industry, stands ready to ensure the safe and smooth functioning of the banking system,”

It also added that personnel from its mission-critical departments and support units would still report on-site while alternative work arrangements were implemented at the Manila head office and the Security Plant Complex in Quezon City until the end of March.

Based on the report, the Civil Aeronautics Board warned the leisure charter operators not to allow non-essential passengers leave the travel bubble, which covers the capital and nearby provinces.

CAB executive director Carmelo Arcilla said that the airlines will be penalized if a “non-essential” individual would be able to travel.
