Councilor in Quezon Face Multiple Complaints for Allegedly Harassing a Young Lady
Multiple criminal cases were filed to the councilor of Lopez, Quezon province for allegedly harassing a 18-year-old lady.
A councilor in Lopez, Quezon province is facing a new case of kidnapping and harassment after the 18-year-old victim filed a formal administrative complaint of Grave Abuse of Authority, Grave Misconduct, Dishonesty and Oppression at the Ombudsman’s office.
In the seven-page sworn affidavit of the victim identified as alias Sharon, Lopez Councilor Arkie Manuel Yulde a.k.a. Councilor Yulde – said to be a close ally of Quezon Province Governor Danilo Suarez- was directly suspected of kidnapping and harassing the 18-year-old victim.
According to the girl, on the night of April 6, 2019, they were offered by her co-worker, Councilor Yulde to be delivered to their respective homes. After the co-worker was taken to Pagbilao town, the girl was allegedly not taken to her home.

She was forcibly taken to a hotel in San Pablo City, Laguna where she was detained and exploited from the evening of April 6 until the morning of April 8. The girl added that while she was being held hostage by Councilor Yulde.
She revealed that she heard someone calling the councilor’s cellphone which irritated him and said “P*ta, tumawag na naman si congressman na bakla,” and then he answered it.
The girl allegedly overheard the Councilor on the other line saying that he no longer had ‘supply’ and that the councilor had to deliver to him immediately. On the morning of April 8, the Councilor transferred the captive girl to a budget hotel in Pasig City.
There, he continued the harassment on the victim while allegedly high from the illegal drugs. She said she was held being a hostage in Pasig City that lasted for almost four days.
Based on the report of Philstar, on the afternoon of April 11, the councilor again transferred his hostage to a hotel in Quezon City. And there, he harassed the victim again who was allegedly drugged.
On April 13, the victim was returned to their home in Mauban town. Councilor Yulde allegedly handed money to the victim’s grandmother to ensure her silence.
It will be recalled that Yulde was first implicated in the same case of kidnapping and rape of another victim in March 2020 using the same modus. If the administrative case is substantiated, Yulde will be immediately removed from his post and a lifelong ban on running and holding any position in government.
