The Merriam-Webster dictionary defines this to a person who is unacceptable or unwelcome. The Latin phrase is “person not welcome” in English. Its plural form is personae non gratae.

The phrase, in diplomacy, is a status which is sometimes applied by a host country or of a host government to foreign diplomats to remove their protection via diplomatic immunity from arrest and other types of prosecution. This does not just apply to diplomats but also normal people.

The Vienna Convention on Diplomatic Relations states on Article 9 that a receiving state may declare this status to a member of a diplomatic staff at any time and without having to explain its decision.

The person is rendered unacceptable and is usually recalled to his or her home nation. Otherwise, he or she will be refused by the state to recognize him or her as a member of the mission.

The state will also be able to declare this status to the person before the latter even enters the country.

In non-diplomatic usage, to call the person this term implies that he or she is not popular or accepted by others.
