PAGASA – Cloudy Skies, Isolated Rains Over Parts Of PH This November 3, 2020
PAGASA – Here are the following latest updates from the state weather bureau PAGASA, on this day November 3, 2020 (Tuesday).

The state weather bureau said in its early morning forecast that partly cloudy to cloudy skies with isolated light rains will be faced by Cagayan Valley, Cordillera Administrative Region and Ilocos Region due to the Northeasterly Surface Windflow.
According to GMA News, Metro Manila and parts the country will face partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms. The bureau warned that flash floods or landslides might occur during severe thunderstorms.
Tropical Storm Rolly (internationally called Goni) was last spotted at about 450 kilometers west of Iba, Zambales.
It is packed with maximum sustained winds of about 65 kilometers per hour and gusts of up to 80 kilometers per hour. It is moving westward at about 15 kilometers per hour.
On the other hand, Tropical Storm Siony (internationally called Atsani) was last spotted at about 450 kilometers west of Iba, Zambales. 595 kilometers east of Calayan, Cagayan.
It is packed with maximum sustained winds of about 75 kilometers per hour and gusts of up to 80 kilometers per hour. It remains nearly stationary.
The Northeasterly Surface Windflow, on the other hand, will be affecting Northern Luzon.
Based on the report, for the wind speed forecast, northern Luzon will face moderate to strong winds that are moving northeastward while facing moderate to rough coastal waters.
The western section of central and southern Luzon will have moderate to strong winds that are moving to the southwest to southeast direction while facing moderate to rough coastal waters.
The rest of Luzon will have moderate to strong winds that are moving to the northeast to northwest direction while facing moderate to rough coastal waters.
The rest of the country will have slight to moderate winds that are moving to the southeast to southwest direction while facing slight to moderate coastal waters.
