This was a statement from Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica, who added that they already asked the private sector stakeholders to give them a list of their pending applications.

The requests for clarification, which included details about the backlog, such as an estimate of the number of pending applications, were not answered. This came after President Duterte’s statement giving telco giants until December to improve their services.

Ernest Cu, president of Globe Telecom blamed red tape, added that it would take 28 to 30 permits to put up a cell tower, in which the overall process took around eight months.

ARTA and other government agencies, who were involved in the application process, signed in July a joint memorandum circular, which promised to cut the processing time to 16 days across different government agencies, and from 86 documentary requirements to 35.

Based on the report, Belgica said that the applications were automatically approved if left pending in a government agency due to the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The law gave government agencies seven days to process applications for the installation and operation of telecommunication, broadcast towers, facilities, equipment and services.
