According to ABS-CBN News, among the said conditions include accommodating frontliners, emergency purposes and for those who will buy essentials.

This came from a statement from Metropolitan Manila Development Authority (MMDA) General Manager Jojo Garcia.

“Sa pagpupulong namin pinayagan na. During MECQ dati walang tricycle.

Another one of the conditions is to only allow one person to access the tricycle.

MMDA also allowed “angkas” as long as the passenger is a medical frontliner or essential worker.

Joint Task Force Shield Commander Lt. Gen. Guillermo Eleazar said that aside from the motorcycle having a barrier, it should also be privately-owned and the driver is not for hire.

“Pinapayagan na po ang backriding sa MECQ provided na yung angkas o backride ay essential worker or APOR at yung travel niya is work-related regardless na yung nagda-drive sa kaniya is kamag-anak niya whether yun ay APOR o non-APOR,”

MMDA said that there will be stranded passengers due to limited transportation during the now implemented Modified Enhanced Community Quarantine.

Based on the report, President Rodrigo Duterte placed Metro Manila, Laguna, Rizal, Cavite, at Bulacan under the second strictest lockdown due to the increase of COVID-19 cases there. The lockdown will last until August 14.
