DOJ Sec. Menardo Guevarra Says He Was Not Consulted On New PNP Directive
DOJ SEC. NOT CONSULTED – Department of Justice Secretary Menardo Guevara said he was not consulted of the “house-to-house” search of COVID-19 patients.
Recently, there was a new directive given to the Philippine National Police (PNP) regarding house-to-house searching of COVID-19 patients. However, Joint Task Force COVID Shield head Lt. Gen. Guillermo Eleazar said they would merely “help and assist” medical workers.

Previously, asymptomatic COVID-19 patients were allowed to return home under the condition they be isolated for 14 days. However, a new guideline was imposed that said home quarantine of asymptomatic patients would not be allowed.

Months ago, the Department of Health Secretary, Francisco Duque stated that asymptomatic patients have a low chance of spreading the virus, citing data from the World Health Organization (WHO).

However, just this past week, WHO conceded and emphasized that asymptomatic patients could be as effective in spreading the virus as those who are.
As such, the PNP was given a directive to find infected COVID-19 patients who are under home quarantine. In addition, the PNP also urged the public to give them information regarding suspected patients.
Meanwhile, according to a report from Philstar, Menardo Guevarra stated:
Health workers are in a better position to determine if transfer to a government quarantine facility is appropriate
