Previously, President Rodrigo Duterte has ordered the distribution of food to their constituents who are greatly affected because of the continuous rising cases of coronavirus disease 2019 (COVID-19) in the Philippine. In addition, Duterte also warned corrupt public officials to face arrest if they take advantage of COVID-19 aid.
Meanwhile, a man in Caloocan who was just asking about relief goods was beaten and detained by barangay officials. According to the victim, Ramil Victorio, the barangay officers punched him and flog him in the head.
The barangay police officer replied that Victorio was the first to attack them. He also attempted to seize relief goods, as based on the report.
Victorio said that since the lockdown had begun he had not received any relief goods from the barangay. But it appears in barangay records that Victorio was not a resident of the area so he could not be helped.
