The reason for the border-closing was due to the death of a patient under investigation (PUI) who has SARI or Severe Acute Respiratory Infection on Tuesday, March 24, according to Inquirer’s Cebu Daily News.

The fatality, a female, was confined in a private hospital in the province and was waiting for her swab test, which is expected to arrive this day.

Governor Roel Degamo of the eastern province of Negros issued Executive Order (EO) No. 24 s. 2020, which includes guidelines from the Office of Presidential Assistant for the Visayas (OPAV) regarding the imposing of a student and elderly 24-hour curfew.

Furthermore, the Inter-Agency for Emerging and Re-Emerging Infectious Disease’s Medical and Quarantine division suggested the closure of all borders, ports of both air and sea travel, from those who wish to enter the province. This no longer excludes residents who wish to return, rendering them stranded.

The only excluded in the closure are drivers and staff of cargo and delivery trucks but they sitll have to comply with the guidelines from the DOH (Department of Health).

The EO 24’s Section 2 also states that the curfew includes students and graduates of minor or legal age who are in school during SY 2019-2020 in all levels.

Excluded are those who took medical, law, and graduate studies. They are, however, urged to stay at their households amid the lockdown.

As per the report, for senior citizens 65 years of age and above, they will under strict home quarantine. For those under 60 to 64 years and are currently working, they are excluded in the EO. However, they must set their working schedules with their boss in order to ensure their health safety.

Barangays in towns and cities are required to issue one Community Quarantine Pass for anyone who will buy essentials, as stated in Section 3.
