Barangay Chairman Selling Home Quarantine Passes Got Arrested

Chairman of Barangay Mantapoli in Lanao Del Sur was arrested after caught selling home quarantine passes to his constituents.

The Department of Interior and Local Government had earlier warned that barangay officials would be arrested and charged with collecting home quarantine pass issuance fees, but there is still opposition to doing so.

Recently, a barangay chairman in Lanao Del Sur was arrested on a charge for selling home quarantine passes. Authorities identified the suspect as Barangay Mantapoli Captain Cassar Abinal, as based on the report of Philstar.

According to Brig. Gen. Manuel Abu, Bangsamoro Autonomous Region in Muslim Mindanao police director, after receiving a report on illegal activities of the barangay captain, several policemen went to the barangay hall and arrested Abinal for allegedly collecting P20 from residents for a home quarantine pass.

“It’s a clear violation of the directives for non-payment of barangay passes,” Abu said in a text message.

According to Col. Madzgani Mukaram, the police director of Lanao del Sur, captain even posted on the wall of the barangay hall saying that the price of a home quarantine pass is P20.

Cabinet Secretary Karlo Nograles, spokesman for the Inter-agency task force has warned against abusive officials of local government units.

“Do not give passes for a fee, or for any payment whatsoever in any form or kind whatsoever. It is very important. Let us not abuse that. Let us not take advantage of this calamity. Just a reminder: in a state of calamity, anyone who commits any form of abuse may be punished with maximum penalty,” he said.

A home quarantine pass is issued to each family so that one of its members can leave the house to buy their needs and necessities while the Luzon-wide enhanced quarantine community still ongoing.
