Former justice secretary Vitaliano Aguirre was tagged as a protector of the controversial “pastillas” bribery scheme. This allows entry of undocumented Chinese tourists into the country.

According to a report from ABS-CBN, Columnist Mon Tulfo stated he had information provided by Chiong. The information revealed that a portion of the “pastillas” bribes were delivered to Aguirre via helicopter.

Tulfo accused Aguirre of removing the powers of Immigration Commissioner Jaime Morente. Additionally, he arrogated unto himself the ability to hire, fire, and reassign immigration personnel.

Tulfo said this was the reason why Marc Red Mariñas, an alleged protector of an immigration mafia and his father, Maynardo Marinas, both worked at the Bureau.

Following this, Tulfo also accused Ex-immigration officer Marc Red Mariñas of lying. Previously, Mariñas stated he was unaware of the pastillas scheme when he was head of ports operation division in 2016.

In his defense, Mariñas denied using a helicopter to give bribes to Malunay. Additionally, he accused Chiong of creating a video that showed the alleged pastillas scheme catered towards the Chinese.

As per the report, Mendoza, a former security guard, is currently a part of the administrative division. In his testimony, Chiong admitted he also received bribes given to immigration officers.

Chiong said he and immigration officers assigned to Ninoy Aquino International Terminal 1 received P20,000 weekly. Meanwhile, those in Terminal 3 got P8,000 weekly.
