According to Panay News, this is what the Schools Division of Iloilo of the Department of Eduication (DepEd) said. It aded that it will take a village to educate the child.

DepEd Schools Division implemented the program entitled Beyond Horizons for Literacy (BHL). It is one of the flagship programs of the division.

BHL developed “contextualized and levelized” instructional materials particularly in reading and numeracy that serve as supplementary materials in enacting remedial classes for learners.

The program also achieved about 91.79% improvement in reading proficiency in English; 92.04% in Filipino; and 92.29% in numeracy among the learners.

“All schools districts were directed to implement BHL beginning school year 2019-2020 in partnership with their respective local government units,”

They province of Iloilo has about 987 public elementary schools and 179 public secondary schools.

The department division also assured the Ilonggos that it recognizes the urgency of addressing gaps and issues in giving and attaining quality basic education in the province.

It also added that it will take a village to educate a child, it urged Ilonggos to be actively involved in order to cooperate and collaborate in advancing the quality of basic education.

As per the report, the division’s superintendent Dr. Roel Bermejo said that readers in the “Frustration level” can recognize some words yet laking comprehension.

The division’s goal is to make them become “independent level” readers.

It clarified, however, that the Philippine Informal Reading Inventory (Phil-IRI), where it tallied about 42,000 “frustration level” readers, is not the sole assessment tool that provides the holistic reading performance of the students.

“It only provides an approximation of the students’ abilities and could be used in combination with other reliable tools of assessment,”

An initiative of the Bureau of Learning Delivery of DepEd, the Phil-IRI is an informal reading tool which is composed of graded passages made to determine the performance of individual students in oral reading, silent reading and listening comprehension in both English and Filipino.
