Ursula hampered the provinces of Iloilo and Eastern Samar which resulted to the deaths of 11 people and 16 missing.

The typhoon also brought tornado-like winds and heavy rains, which left the streets with debris which delayed the government from rescuing people in some areas.

It ripped off roofs, uprooted trees and toppled posts as it made its worst on the towns of Magsaysay, San Jose, Calintaan and Rizal,

Provincial Governor Eduardo Gadiano added that it is as if a tornado passed by the said towns.

“Talagang parang buhawi iyong dumaan sa mga bayan na ito,”

As per the report, on Wednesday night, the government failed to help village officials rescue people residing from the coastal village of Sta. Teresa, Magsaysay since the debris blocked roads to the village.

“Hindi na kami makalusot dahil puro tumba iyong mga puno kaya ang inaasahan lang namin doon, iyong barangay council na ang gumalaw,”
