Pasay City Bans Going Out In Public Shirtless
PASAY CITY – The local government of Pasay City has approved an ordinance on Tuesday that prohibits individuals from going shirtless in public.
It’s somehow part of our culture that people go out on public shirtless. From basketball courts to the local plaza, we could see shirtless men abundantly.
However, the City of Pasay has now signed Ordinance 6004 on Tuesday. The ordinance stated that no individual shall expose himself half-naked outside his/her private residence.
This means that activities like standing. jogging, walking or running without a shirt on is in violation of the law. However, the bill applies to individuals of legal age.
According to a report from Inquirer, the government of Pasay aimed to promote decency and high moral outlook.
With this in mind, Pasay City Mayor Emi Calixto-Rubiano sees being half-naked in public places as a sign of being tough or siga. The Pasay Vice Mayor Noel Del Rosario was the main proprietor of the ordinance.
Adding to this, the city government said that they “firmly believe that all persons must be in proper attire while in public places or outside of their private residences in the city“.

It seemed like the people of Pasay were seeing a lack of enforcement from the LGUs. However, with the stricter implementation of this ordinance, the City hopes to address this issue vigilantly.
