Convicts Released Under GCTA Law Faces Warrantless Arrest
GOOD CONDUCT TIME ALLOWANCE (GCTA) – President Duterte’s Deadline for the released convicts under the GCTA law is due on Sept. 19, after which, the government will begin warrantless arrests for those who failed to surrender.
Justice Secretary Menardo Guevarra stated yesterday that the released convicts have not fully completed there service yet. He added that it is their duty to serve it to the fullest.
Afterwards, Guevarra said that a 15 day grace period was already given. He then stated that since they refused without justifiable reason, they are committing evasion of sentence.
Duterte gave the order to surrender last Sept. 4. The President said he would give them 15 days to surrender and register themselves to the BuCor.
President Duterte added that if they do not cooperate, they would be considered fugitives evading the law. He told the convicts to surrender to the nearest police or military detachments.
As of yesterday, the Department Of Justice (DOJ) Undersecretary Markk Perete stated that 612 convicts have surrendered. He added that the convicts are now in custody of Bureau of Corrections.
According to Philstar, there are still about 1,302 released convicts through GCTA that have failed to turn themselves in. There are speculations that these convicts were not entitled for the sentence reduction.
Guevarra then added that the convicts have not completed their sentence yet. He then said that because of this, they have legal reason to have the released convicts arrested.
The Justice Undersecretary then stated that each minute that they refuse to surrender is a continued offense. Because of that, authorities may arrest you without warrants, he added.
