Former BuCor Official Reveals Money-Making Schemes In Bilibid

RAFAEL RAGOS – Former BuCor official Rafael Ragos has revealed other profit-making schemes by corrupt officials within the New Bilibid Prison.

According to Ragos, other schemes involved permitting convicts to bring in women as well as operate a 24-hour gambling ring. Contraband was also let in under the guise of a construct project.

Ragos had also testified that there were also kidnap for ransom schemes happening within Bilibid. He stated that high-profile prisoner’s would have their girlfriends’ ransomed for as much as P200,000.

Aside from this, he also said that women or “tilapia” in prison slang, would go for about P30,000 a night. Some of these women could then become the girlfriend/wife of the inmates.

According to Inquirer, Ragos said that contraband was also easily smuggled into the facility. Construction projects would be used as a front to bring in contraband.

These contraband items included alcoholic drinks and cigarettes. Cell phones were also being circulated within Bilibid, the former BuCor official added.

He then stated that he had discovered that money is being gathered from inmates whenever there is a new BuCor official. The money is then given to the official whether the person takes it or not.

In the case of Ragos, he said that no money had reached him. However he had heard that collections were made.

The fomer BuCor official then cited an example of an inmate attempting to bribe an official. He said that he once summoned Amin Boratong to discuss peace and order within the facility.

Afterwards, Ragos said that Boratong attempted to give him a P600,000 ring because he had no money. Although he said that he never took the ring.

Guards were also tied into the corruption as they developed close relationships with the prisoners. With this, BuCor legal chief Fredric Santos told senators that corruption does exist within Bilibid.
