Former Inmate Released Through GCTA Law Surrenders to Authorities
A former inmate identified as Leonardo Navales Avila who is released through GCTA law voluntarily surrendered to Pandacan Police Station.
The 73-year-old man voluntarily turned himself to the authorities after President Rodrigo Duterte ordered the prisoners released through good conduct time allowance (GCTA) law who committed heinous crime to surrender within 15 days.
Avila was sentenced by ‘Reclusion Perpetua’ due to two (2) counts of homicide and three (3) counts of rape in 1993. However, the old man has been released through GCTA law because of his good deeds.

The police are also closing in on other heinous crime convicts who have not yet surrendered. The authorities also urged the heinous crime convicts to surrender themselves in their respective police stations.
Republic Act No. 10592 or the expanded GCTA law amends a number provisions of the Revised Penal Code on time allowances and credit for preventive imprisonment of inmates.
