According to Inquirer, the said representative was APEC Rep. Sergio Dagooc who, according to chief of the Philippine National Police Aviation Station 2 Maj. Querico Tomotorgo, was held by authorities in the airport before his flight to Cagayan de Oro.

Tomotorgp said that Dagooc was asked by the inspectors when his luggage exceeded over the allowable weight. Dagooc initialy said that the luggage was full of clothes. The inspector then asked what else is in side the luggage. At which point Dagooc allegedly joked that there was a bomb inside.

This prompted the service agent to report the incident to the supervisor and the security commander, eventually bringing Dagooc to the Terminal 2 police station.

Dagooc’s lawyer then appeared before authorities and quoted Article 6 Section 11 of the Constitution which states that the members of the Congress facing allegations of such crimes unpunishable by more than six years in jail can’t be arrested while the Congress in session.

As per the report, Tomortogo said that they had to release Dagooc since making bomb jokes is only punishable by five years of imprisonment with a fine of ₱40,000. She said, however, that it is up to the Airlines if they will file a case against the representative.

As for the side of Dagooc, he said that he will release a statement soon.
