Manhunt vs Kapa Founder Joel Apolinario Continues
The National Bureau of Investigation (NBI) has vowed to continue the manhunt against the controversial Kapa Founder Joel Apolinario.
NBI Sarangani district office chief lawyer Regner Peneza said that the agency would pursue and arrest Kapa Community Ministry International Inc. Joel Apolinario even without an arrest warrant.
The NBI Agents were now searching for Apolinario who attended a rally set by their supporters last week.
“The President had laid down the predicate—(that Apolinario) was committing a continuing offense and under that concept, a warrantless arrest could be effected,” Peneza said.
Peneza also said that the agency was studying if they could arrest Apolinario under the power of ‘Martial Law’ should he be located in Mindanao.
Mindanao is under the power of Martial Law since 2017 after the Islamic State terrorist group attacked the city of Marawi.
The authorities recovered computers and printers in Rigen’s branch on Mankilam Street in Tagum but the other items including the central processing units of the computers were already taken by the office’s occupants before the raid last June 11.
The agents of NBI also raided Apolinario’s house in Davao City but failed to arrest him. They have also raided the offices of Kapa and other organizations with high-yield investment in Mindanao.
