Spotted! Campaign materials circulating outside different voting precincts

Campaign materials and sample ballots with the names of national and local candidates were seen outside different voting precincts.

The Commission on Election (COMELEC) has allotted a campaign period for aspiring national and local officials.

For senatorial candidates and party-lists, the campaign period started last
February 12 and ended on May 11, 2019.

From Governor down to the city or municipal officials, the campaign period started on March 29 and ended May 11, 2019.

Campaigning during the election day is one of the prohibited acts.

Republic Act No. 7166 Section 5: 

The campaign periods are hereby fixed as follows:

  • For President, Vice-President and Senators, ninety (90) days before the day of the election; and
  • For Members of the House of Representatives and elective provincial, city and municipal officials, forty-five (45) days before the day of the election.

Beyond these dates, no campaigning is allowed. However, this is not what happened in some voting precincts.
