‘Work-From-Home’ Law Signed by President Duterte
President Rodrigo Duterte has finally signed the ‘Work-From-Home’ law aiming to provide a flexible working arrangement for private sector employees.
Last month, the Republic Act 11165 or The Telecommuting Act has been already approved by Mr. Duterte.

The law explained that telecommuting will remain as employers’ prerogative based on work agreement.
“In all cases, the employer shall provide the telecommuting employee with relevant written information in order to adequately apprise the individual of the terms and conditions of the telecommuting program and the responsibilities of the employee,” the law stated.
The act also urged the employers to treat the telecommuting employees like other company employees working at the office.
The employees could enjoy the following privilege:
- Receive Appropriate Rate of Pay (Overtime, Night Shift, & Monetary Benefits)
- Right to Rest Periods
- Equal Workload & Performance Standards
- Access to Training & Career Development Opportunities
- Collective Rights As Workers at Employer’s Premises
- Appropriate Training on Technical Equipment
The Department of Labor and Employment (DOLE) was also ordered by the law to establish a telecommuting pilot program in selected industries for not more than three years.
