Federal Charter Draft Approved By House On Final Reading Is Nothing Like The Draft Proposed By ConCom, Says Ex-Spokesperson Generoso

FEDERAL CHARTER – The draft of the federal charter has been recently approved in the final reading but it’s nothing like Concom’s draft, says Ding Generoso.

On the third and final reading, Speaker Gloria Macapagal-Arroyo’s draft of the Resolution of Both Houses (RBH) No. 15 has been approved by the members  of the House of Representatives who voted 224-22, with 3 abstentions.

Ding Generoso, former spokesperson of President Duterte’s consultative committee, said that it’s disgusting as it is nowehere near the draft made by ConCom. He further added that it is due to the interests, of which one of it is simply “clinging to their power”, noting the removal of the anti-dynasty provision in the 1987 Constitution, in which, for Generoso, makes it even worse.

A report from ABS-CBN News states that Generoso implied that the draft is a manifestation of a great disconnect between Duterte, and the House of Representatives and the people. He added that Duterte  may not have endorsed the draft yet to Congress but in his SONA, he was confident that the people will stand behind the draft charter when we introduce it to them and he approved of it.

He further said that the House, however, made a completely different and self-serving draft which will make things very much worse than where we are today.

The House version adopted only a “few sentences” from their draft, such as reducing the term of the president and other officials to 4 years and allowing one re-election for the president. They also removed the term limits, thus, making it unli-term, unli-dynasty in which, for Generoso, is worse than the monarchies of the olden days.

As per the report, ConCom submitted its proposal to the President in July this year. The shift to a federal government is a centerpiece measure being advocated by his government.
