5-Minute Rule On Illegal Parking Issue Clarified & Explained By MMDA
The MMDA has clarified the real definition of 5-minute rule on illegal parking issue after the issue involving of 5-minute girl goes viral online.
Over the past few days, Christina Villamora Estepa or popularly known as “5-minute Girl” has been making rounds online after quarreling with MMDA about her illegal parking violation.
Estepa was arguing regarding the 5-minute rule before MMDA impound his vehicle for a traffic violation.
The arrogant lady insists her rights explaining that she arrived within five minutes, so she committed no violation, according to her own instinct.
Recently, the Metropolitan Manila Development Authority (MMDA) clearly explained the ‘5-minute rule’ in towing vehicles.
MMDA Task Force Special Operations Commander Bong Nebrija made a clarification regarding the controversial 5-minute rule in towing illegally parked vehicles.
Nebrija explained that there are two types of illegal parking, the vehicle with a driver and without.
- The 5-minute rule will take effect if the illegally parked vehicles have no occupants and enforcers are instructed to blow their horns
- MMDA will call the driver of the vehicle to fix its parking or remove the vehicle from the right of way
- The vehicle will not be towed if the driver arrived within five minutes but violation ticket will still be issued
- The enforcers will tow the illegally parked vehicle if the driver did not arrive within five minutes
- The traffic cops will issue violation tickets towards erring drivers who illegally parked their vehicles

Goodeve sir, just wanna ask if im going to park infront of the building where i will just buy a thing or something for just a few minutes not exceeding 5 minutes sir, is it ok or allowed for the enforcer to give me atleast 5minutes to buy my things? but i park my vehicle properly to avoid traffic sir.
