Sen. Villanueva Says Congress Needs EO As Guide On Law To Ban ‘endo’
Senator Joel Villanueva said that Congress needs an Executive Order (EO) as their guide on the law to ban the practice of ‘endo’ (End Of Contract).
On Tuesday (April 03, 2018), Senator Joel Villanueva that an Executive Order is necessary to guide the Congress on the law to end the labor contractualization in the country.
Villanueva said that the Congress could not legislate the ban of contractualization in the Philippines without knowing the stand of the government through an EO.
The lawmaker explained that the EO could provide the framework for the implementation of the law on contractualization.
“I agree that a law is necessary to end unjust contractualization. We are now in the final stage of preparing our committee report for plenary action,” Villanueva said quoted by Inquirer.
The Senator also noted that the Department of Labor and Employment (Dole) would be the one to implement the total ban of ‘endo’.
He also explained that the EO is important to consider the real position of the implementing agency regarding the issue.
While, Senior Deputy Executive Secretary Menardo Guevarra stressed the need for a law to end the practice of contractualization, but EO would not be enough to strengthen the total ban of ‘endo’ in the country.
