Malacañang Palace declared February 2 and 3, 2018 as Special Holiday in selected areas due to the celebration of various events.

Through Proclamation Nos. 398, 402, 399, 403 and 404, the special non-working holiday has been declared on the aforementioned dates for the commemoration of various events in Ilocos Sur; Ilocos Norte; Bulacan; Biñan, Laguna, and the city of Cabanatuan, respectively.

Proclamation No. 398– Special non-working day in Ilocos Sur on February 2, 2018, as the province celebrates “Kannawidan Ylocos Festival”.

Proclamation No. 402– Special non-working day in Ilocos Norte on February 2, 2018, as the province celebrates its 200th Founding Anniversary.

Proclamation No. 399– Special non-working day in Bulacan on February 3, 2018, as the province celebrates Blas F. Ople Birth Anniversary.

Proclamation No. 403 – Special non-working day in Biñan, Laguna on February 3, 2018, as the city celebrates its 73rd Liberation Day.

Proclamation No. 404– Special non-working day in Cabanatuan on February 3, 2018, as the city celebrates its 68th Founding Anniversary.

According to the Administrative Code of 1987, Book III, Chapter 2, Section 4, Proclamations are “acts of the President fixing a date or declaring a status or condition of public moment or interest, upon the existence of which the operation of a specific law or regulation is made to depend, shall be promulgated in proclamations which shall have the force of an executive order.”
