Philippines, Country With Highest Impunity All Over The World Since Martial Law Era
A global study shows that the Philippines has the highest impunity among 69 countries worldwide since the declaration of martial law.
On Thursday (September 21, 2017), the Philippine has marked the 45th anniversary of Martial Law, which was declared by late dictator Ferdinand Marcos in 1972. The martial law era becomes the darkest time for some of our countrymen from the hands of the abusive member of militaries.
Universidad De Las Americas in Mexico has released their 2017 Global Impunity Index showing the impunity points of different countries all around the world.
Unfortunately, the study shows that the Philippines has the highest level of impunity with a score of 75.6, which indicates a very high impunity index.
The increase of violence in the country such as the terrorist activities linked to the Islamic State and organized crime were some of the factors leading the Philippines to its most critical moments.
“The Philippines is going through one of its most critical moments, due to the increase of violence related to organized crime and increased terrorist activities from local gangs linked to the Islamic State,” said in the report quoted by Philstar.
The anti-illegal drug campaign launched by President Rodrigo Duterte last year linked to Extrajudicial Killing (EJK) has resulted in the death of more than 12, 000 individuals.
Impunity refers to the impossibility of bringing the perpetrators of violence to either criminal, civil, administrative or disciplinary proceedings, according to the United Nations Commission on Human Right (UNCHR).
Manila was followed by India with a score of 70.94, Cameroon with 69.39, Mexico with 69.21, Peru got 69.04, Venezuela scored 67.24, Brazil earned 66.72, Colombia got 66.67, Nicaragua has 66.34, Russia scored 64.49, Paraguay got 65.38, Honduras has 65.04 and El Salvador earned 65.03 on the countries with highest impunity level.
Meanwhile, Croatia was described as the country having the lowest impunity level with a score of 36.01 points. Japan and Singapore have also the lowest level of impunity in Asia-Pacific although they were classified as countries with intermediate impunity index.
