Pardon For Sickly and Elderly Inmates Granted By President Duterte

President Rodrigo Duterte grants pardon to over 127 sickly and elderly inmates after advised by the Department of Justice (DOJ).

Justice Secretary Vitaliano Aguirre said that Mr. Duterte gives executive clemency to 127 inmates after it was recommended by DOJ. The president signed the order that will set the frail and elderly prisoner out of prison after it was reviewed by MalacaƱang Palace.

The president earlier pardoned the 27 inmates, the first batch of 100 prisoners endorsed for executive clemency.Ā  The order was a fulfillment of Duterteā€™s promise last year to pardon inmates aging at least 80 and other prisoners who have already spent at least 40 years in jail.

Inmates who were under the Bureau of Corrections including Correctional Institution for Women and New Bilibid Prison (NBP) can avail the executive clemency. “‘Yung ilan dun commuted ang sentence. Commuted means shortened but kahit pinaikli, meron pang natitirang panahon na dapat i-serve,” said by Aguirre quoted by GMA.

2 out of 100 prisoners has been recommended by Aguirre to immediately given pardon for commutation of sentence. The Justice Secretary also said that he will release the pardon signed by the president on Tuesday (February 07, 2017).

Previously, former President Benigno Aquino III received an endorsement to give pardon to 30 inmates, but the recommendation received no action.

The president has the power and authority to grant pardons, remit fines, reprieves, forfeitures, and commutations to prisoners after they were convicted by the final judgment of the court under Article VII, Section 19 of the 1987 Constitution.
