The Ombudsman found alleged misuse of his Priority Development Assistance Fund was committed when he was the representative of the CIBAC Partylist.
Ombudsman Conchita Carpio Morales issued a dismissal order on November 14, Monday, against Senator Joel Villanueva and nine others for the anomalous disbursement of his Priority Development Assistance Fund (PDAF) when he was a member of the House of Representatives.
The Office of the Ombudsman found Villanueva, who was the representative of the CIBAC Partylist in Congress, guilty of grave misconduct, serious dishonesty, and conduct prejudicial to the interest of the service, which rooted to the misuse of his PDAF, commonly known as the pork barrel, in 2008.
In this connection, the anti-graft body recommended Villanueva to face trial before the Sandiganbayan for two counts of violation of Section 3(e) of the Republic Act 3019, otherwise known as the Anti-Graft and Corrupt Practices Act, Malversation of Public Funds, and Malversation thru Falsification of Public Documents.
Apart from the neophyte Senator, also charged were former Department of Agriculture (DA) Secretary Arthur Yap, Ronald Samonte who serves as staff of Villanueva, DA employee Delia Ladera, NABCOR representatives Allan Javellana, Romulo Relevo, Ma. Julie Villaralvo-Johnson, Rhodora Mendoza, and Maria ninez Guanizo, and Alfredo Ronquillo, the president of the Aaron Foundation Philippines, Inc.

Pangalawa, nag-aaksaya ng panahon sa pag imbestiga kay Bato sa libreng byahe na ibinigay ni Pacquiao sa laban kay Jessie Vargas.
Pangatlo, ipina-aalis nya sa pwesto si Sen. Joel Villanueva, samantalang ayon sa NBI mismo, peke ang mga dokumento, peke ang mga lagda, at ang “krimen” ay nangyari noong hindi pa senador si Villanueva – nalimutan yata nya yung “legal precedent” na ipinatupad kay Sen. Miriam.
Pang-apat, inu-upuan nya ang mga kasong nakasampa laban kay PeN0y at Abad tungkol sa PDAF at DAP.
Talagang incompetent—walang kakayahan—itong si Conchita Carpio-Morales na in-appoint o hinirang ni PeN0y PaN0t.
