‘No Garage, No Car’ Bill Proposed In Senate

‘No Garage, No Car’ Bill – The Senate Bill 1165 or the ‘No Garage, No Car’ bill has been proposed by Senator Joel Villanueva in connection to the goal by the Metropolitan Manila Development Authority (MMDA) and local government units to clear illegally parked vehicles to ease traffic.

In an article by Autoindustriya, it has been said that the proposed bill will mandate “any person, whether natural or juridical, with residence or business address in metropolitan areas such as, but not limited to Metro Manila, Angeles, Bacolod, Baguio, Batangas, Cagayan de Oro, Cebu, Dagupan, Davao, Iloilo, Naga, and Olongapo, who intends to purchase a motor vehicle’to submit a notarized affidavit proving the a availability of a ‘permanent parking space or facility or that a parking space or facility has been leased or procured’ intended for the vehicle to be purchased.

The article added that a copy of the notarized affidavit shall be brought to Land Transportation Office (LTO) branches near the applicant as a pre-requisite for the registration of the said vehicle.

LTO will keep the file as an evidence if the declared parking space is to be questioned.

On the said proposed bill, anyone can report to the LTO, MMDA, the engineering office of the local government unit (LGU) and the metropolitan coordinating council any vehicles being parked on the streets, pathways, and the like that serves as pedestrians or other vehicles as well.

Once the bill has to be passed, the LTO, MMDA, Metropolitan coordinating council, LGU engineering office, and law enforcement agencies will be enforcing the provisions given in the ‘No Garage, No Car’ bill.

If motorists would be found faking their documents saying the existence of a parking space for their motor vehicle, the registration of the said vehicle will be void.

The owner will also be fined with P 50,000 and would be disallowed to register any vehicle under his or her name for the next three years.

For LTO employees who will be caught falsifying documents proving the existence of a parking space of any vehicle to registered will face three-month suspension without pay.

  1. If the issue is parking along the roadway, pathways and the like why not just implement the “No Parking” ordinances. For “illegally” parked cars why not just tow these vehicles? There are already laws governing illegal parking why create another one when what is needed is to just implement them.
