Proper Arrest Procedures – The Philippine National Police (PNP) Chief Director General Ronald “Bato” Dela Rosa recently said a reminder to his men to strictly observe the proper operational procedures when doing law enforcement operations, most especially, doing arrests.
In a report by GMA News, Chief Bato Dela Rosa said that this should be done since the country is under the state of national emergency after the Davao City incident happened on September 2, which took the lives of 14 people and left at least 60 others injured.
According to him, all arrests needs to be done with a valid warrant of arrest issued by the right authority.

“All arrests should be made only on the basis of a valid warrant of arrest issued by a competent authority, except in instances where the law allows warrantless arrest,” Dela Rosa said as quoted.
PNP spokesperson Senior Superintendent Dionardo Carlos, said that the declaration of a state of lawlessness will not change the rules prescribed in the Revised Police Operational Procedures.
The report added that the reminder by the PNP Chief is for the clarification made by Malacañang on the scope and limitations of the powers of the PNP and Armed Forces of the Philippines under a state of emergency due to lawless violence.
