Billion Yolanda Funds Wasted – The Commission on Audit (COA) recently found out that there were about P1 billion worth of Yolanda funds have been misspent in Tacloban.

In a report by COA last Wednesday, July 27, the misused funds include a total of P907.56 million that’s purposed for infrastructure, aquaculture, and to be used to make emergency shelter assistance projects. The data came from the 2015 audit in the city government.

But, auditors have found out that there is a P100.23 million worth of 31 infrastructure projects used to repair of barangay halls, mini-gymnasiums but has not been completed as of today.

Also, there are there are other 19 additional projects amounting P46.53 million have been suspended because of different reasons such as having “no-build zones”.

There is another P32.55 million project intended for the Mariculture Park Rehabilitation Program that aims to provide fishermen with fish cages as well as bangus fingerlings. The said project was found to have miss deadlines and poor planning.

The said cages were not delivered to the fishermen completely. Also, the supplier for the P8.5 million contract didn’t even deliver a single fingerling to the beneficiaries.

State auditors also found out that there are one out of five beneficiaries of the Tacloban City Social Welfare and Development Office’s (CSWDO) Emergency Shelter Assistance (ESA) program was not eligible since they had an income of over 15,000.

COA also found out that many of the families were not physically inspected to their homes and said that the city government needs to stick to the rules of selecting the beneficiaries.

The Commission will issue Notices of Suspension and Disallowance to will be found liable for the violations in fund disbursements. If the persons involved would not submit proof of eligibility, they will be required to return the entire amount provided to them by the government.
