Distracted Driving To Be Penalized With New Senate Bill

A bill has been approved to penalize Distracted Driving or the engaging in other activities while driving a motor vehicle like the use phones has been approved by on the third and final reading of the Senate, Monday.

Senator Sergio Osmeña III, the acting Chairman of the Senate Committee on public services, explained that the Senate Bill No. (SBN) 3211 called the Anti-Distracted Driving Act, is intended to prevent the public “from the ruinous and extr3mely injurious effects of vehicular accidents.”

“While the State recognizes the vital roles of information and communications technology in nation-building, the State also takes cognizance of the inimical consequences of the unrestrained use of electronic mobile devices on road safety as to cause its regulation,” Osmeña said as quoted by Inquirer.

This bill will actually ban everyone to refrain from  using mobile phones, video game consoles, laptops, and other similar entertainment, computing, communication devices while driving.

Sen. Jinggoy Estrada, the main author of the Senate Bill 3211, said in Interaksyon that this Bill is needed to be imposed for the safety of the motorists and the pedestrians.

Under the said Bill, violators will be fined with P5,000 in the first offense, P10,000 in the second offense, and P15,000 plus a three-month suspension of the violator’s driver’s license in the third offense.

But, the bill exempts those people who will be using their mobile phones for emergencies, calls to a law enforcement agency, health care provider, fire department, or other emergency services, agency or entity”. Also, it is added that those who will be providing the emergency services like ambulances and fire trucks will be exempted from using mobile phones.

Will this bill be soon implemented correctly?
