The minor was seen on video uploaded on Facebook June 30 holding the dog by the back of its neck while being lowered out of an owner-type jeep cruising along a highway.

Certain Acemark Bernal who uploaded the video said they already did it about ten time before they took out the phone to film it.

Authority has traced the child and her family through the plate license of their vehicle seen on the video.

The incident was said to be reported by Cavity City veterinarian to Mayor Bernardo Paredes on July 3.

“The child and family involved were made to appear at the barangay hall,” Jay Molina from Philippine Veterinary Medical Association said.

Molina added “they apologized for what they did and because of their apology, the city veterinarian and LGU decided not to pursue a case against them.”

The video posted on Facebook gained various comments. Users also blasted the person shown in the video for “dog abuse”.
