Metro Manila Declared Some Areas as “No Man’s Land” Due to Ruby

Some parts of Metro Manila was already declared “No Man’s Land,” by the Manila Disaster Risk Reduction and Management as the city prepares for Bagyong Ruby with international name Hagupit. The declared danger areas are composed of eight to 10 Barangays as well as Roxas Boulevard and España.

The “No Man’s Land” declaration of Metro Manila, means that on Sunday, December 7, people are forbidden in those areas in order to ensure the safety of the public, as Bagyong Ruby threatens to generate storm surges and flooding.

Flood vulnerable areas such as Roxas Boulevard and España area were also declared off-limits to avoid a repeat of the electrocution incident near University of Sto. Tomas last September, residents are not forced to evacuate but encourage to stay indoors in safe buildings.

MDRRMO Director Johnny Yu, noted that more than 100,000 residents must be evacuated in case the situation gets worse in some areas in Metro Manila, that are heavily affected with flooding. The facilities which will be use for evacuation centers are the churches and universities surrounding the area upon the approval from the said institution.

The implementation of the “No Man’s Land” order will be implemented by the Manila Police Department, as they were given the authority to arrest people loitering in the areas declared.

According to PAGASA’s latest weather update, as of 10:00 PM today, the eye of the typhoon Ruby was located based on all available data at 305 kilometers East of Borongan, Eastern Samar with a maximum sustained winds of 195 kph near the center and gustiness of up to 230 kph, it is forecasts to move West at 10 kph.
