A Low Pressure Area (LPA) or a potential cyclone was spotted off the coast of Mindanao on Tuesday morning, November 25, 2014 as confirmed by the country’s weather bureau, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

PAGASA added further that there will be moderate to strong winds blowing from the east to northeast which will prevail over nothern Luzon and its coastal waters will be moderate to rough, PAGASA noted.
