The Mayor of Quezon City added further that “It’s that, bago magpa-interview, bigla siyang gumanon [nag-pose] sa likod ko, nabigla ako, nung una, I was scared, kinalma ko nalang muna sarili ko, then I realized na, teka muna, parang bakit binabastos nito ang authorities ng bansa natin, even the laws,” he added.

Mayor Bautista came under fire when the Commission on Human Rights saw the viral video of the slapping incident involving the Mayor. Based upon the Commmission on Human Rights, “any maltreatment of…persons detained for investigation and of the convicted prisoners is an outright defiance to the Declaration of the State Policy under Article II, Section 11 of the Philippine Constitution,” it stated.

The Mayor of Quezon City asked a personal apology to the CHR, particularly to CHR chairperson Etta Rosales. According to Mayor Bautista he also asked the apology of the viewing public and the netizens who already saw the video for his behavior.
