DBM Released P1.97 Billion to DepEd’s Abot-Alam Program for Out-of-School Youth

The Philippines’ budget department (DBM) announced the release of budget for the Department of Education (DepEd) program for Out-of-School Youth (OSY). According to DBM a total of P1.97 billion was already released to DepEd for the implementation of Abot-Alam program.

The Abot-Alam Program is designed to provide various opportunities for education and possible career and employment for the country’s growing number of out-of-school youth.

DBM Secretary Florencio “Butch” Abad noted that the P1.97 billion projects released by the national government is charged against DepEd’s budget under the FY 2014 General Appropriations Act (GAA).

Through the Abot-Kaya program of DepEd which will provide the necessary and appropriate interventions to more than one million out-of-school youth in the country within the year. The program aims to bring the number of Filipino OSY to zero by 2016.

The program is under the leadership of DepEd and the National Youth Commission (NYC), which will be carried out through the unified efforts of the national government agencies, NGO’s and various private institutions.

The Abot-Kaya program will focus on two main objectives in its implementation:

First: To identify OSY-beneficiaries nationwide, with specific attention on 15-30 year-old Filipinos who have not completed basic or higher education or are unemployed.

Second: To integrate OSY’s within their respective communities through different programs and services offered by program partners.

According to DBM, the latest release of budget represents the Aquino administration’s wanted to deliver a focused social services as part of its continuing investment in human capital.
