There’s no such details given by this video, but the mother talks in cebuano language and her daughter also screamed speaking in cebuano in short they were Filipino. The location is still unknown, but I surely know that the one who uploaded this kind of cruelty knows the mother of the victim.
The child is just about 2 to 3 years old, but she already suffered physical, verbal as well as psychological abuse. I truly believe that this kind of case should be given justice and that is also what Netizens aim and hopes for.

Further, a complaint against a person who abused a child may be filed by the: offended party; parent or legal guardian; ascendant or collateral relative of the child within the third degree of consanguinity; duly authorized officer or social worker of the Department; officer, social worker or representative of a licensed child caring institution; Barangay Chairman (Chairperson); OR (emphasis ours) at least three (3) concerned responsible citizens of the community where the abuse took place.
Netizens are so worried with this kind of cruelty and got pitty with the little girl who was crying and screaming for help but no one rescued her. The scenario was very tragic for the little girl to suffer with her mother’s own hands, the one who took the video he or she can also make his/her own step just to stop that kind of incident.
As a suggestion to this case, the one who uploaded the video may also step up and go to DSWD in their place and should give the details in order to stop that cruelty.
