According to MakkahCalendar.Org, the Dhul-Hijja 2013 should start on the 6th of October 2013 in North, Central and South America as well as Europe, Africa and most of Asia except for a few countries towards the east of the continent.

Some countries in the world, particularly in Asia such as Japan, South Korea and North Koreas should start Eid Al Adha (Dhul-Hijjah) 2013 on 7th of October 2013.
Based upon the estimates of MakkahCalendar, those countries that start Dhul-Hijjah on 6th October will celebrate Eid Al Adha 2013 (Aid El Adha/Eid El Kebir) on Tuesday, 15th October 2013.

For the Philippines, the Eid Al Adha is usually declared as a non-working holiday but the national government are still waiting for the official announcement from the coutry’s Islamic leaders. We will update this post as soon as the complete official date of Eid Al Adha will be declared.
