Beril was seen lowering the Philippine flag at the NAIA Terminal 3 flagpole in Pasay City, according to the NAIA police report. As Beril attempted to raise the flag again, witnesses reported the flag touched the ground.
Beril also inverted the color of the respected flag on purpose. Based on the report, he placed the red part of the flag on top. Except in times of war, the blue hue should be on top of the red flag.
He was apprehended after one of the airport police officers noticed him and brought him to the police for corresponding charges. The suspect is accused of violating Republic Act 8491 (An Act Prescribing the Code of the Philippine National Flag, Anthem, Motto, Coat-of-Arms, and Other Heraldic Items and Devices) and unreasonable vexation.
According to the Department of Foreign Affairs, a flag that has become worn out due to normal wear and tear should not be discarded. To avoid abuse or desecration, it will be reverently destroyed. When the flag begins to show symptoms of wear and tear, it must be changed immediately.
