NBI Arrest Another Chinese National Over Alleged Vax-for-Sale Modus
Personnel of the National Bureau of Investigation (NBI) has arrested another Chinese national over alleged vax-for-sale modus operandi.
According to the NBI, a Chinese national named Xiao Shi, also known as Feng Wang Qun, is being held in custody in Manila for allegedly selling a COVID-19 immunization slot valued at P18,000 for P18,000. Shi was apprehended during the entrapment operation launched against him, according to the newspaper.
The Chinese national suspect was arrested while taking a payment of P5,000 from a victim during an entrapment operation by the NBI’s Anti-Fraud Division (NBI-AFD) at a mall in Manila. COVID-19 vaccine identity (ID) cards bearing the names Qun F. Wang, Cuiyin Lin, and Wenjuan Yang were also seized by the NBI.
“Online verification conducted on the Covid Vaccination cards recovered from Subject Shi’s possession showed that the QR Codes of the vaccination IDs are either tampered or non-existent with the exception of Wenjuan Yang showing that the latter is fully vaccinated,” said NBI.

According to the NBI, the operation was prompted by a complaint from a victim who had paid P18,000 for the first dose slot. According to the victim, the suspect pretended to be a member of the Manila COVID-19 vaccination team and offered a guaranteed vaccination slot.
“[Suspect] represented himself as a member of the Manila Covid-19 vaccination team and that he could secure a vaccination slot and inoculation for the complainant since he had the right connections with the Officials of Barangay 239 in Binondo, Manila,” the NBI said.
Subject, on the other hand, got evasive after payment and kept encouraging the complainant to simply wait. This prompted the complainant to do her own investigations, which revealed that, contrary to Subject’s claims, the latter is neither an employee nor affiliated with Manila Covax Team.
In addition, the complainant discovered that a Covid immunization slot in Manila is available for free. When the complainant realized she had been duped, she contacted NBI-AFD. An inquiry will be conducted to see if Shi has any ties to the Manila Covax Team, as well as barangay and health officials.
