ICI had this recommendation regarding the issue involving Bong Revilla
Actor-politician Bong Revilla released a statement on the plunder case recommended by the Independent Commission for Infrastructure (ICI) to be filed against him.
Revilla was implicated by his colleague, former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo, in the anomaly in flood control projects.
The former DPWH Undersecretary accused Revilla of receiving PHP125 million in kickbacks from flood control project funds in 2024.

On December 3, 2025, ICI Chairman Andres Reyes released a list in which Revilla’s name was included. Reyes said that Bernardo’s testimony was the basis for the ICI’s recommendation to file charges against the former Senator.
Bong Revilla reacted to this through his legal counsel, Atty. Maria Carissa Guinto of Divina Law. The lawyer said that her client has not yet been given a copy of the complaint.
His legal counsel said that there has still been no preliminary investigation, and Revilla has not yet been given a chance to defend himself. The actor-politician is said to be deeply disappointed.
“He is deeply disappointed to have been denied such a fundamental right, though he still holds trust and faith in the system,” the statement said.

Revilla’s camp also stressed that he remained confident that truth, rather than conjecture, would prevail.” The statement also highlighted that the allegations against him are based on meaningless accusations which were fabricated by a criminal mastermind and his cohorts, just to have their freedom.
“Sila ang nakinabang sa daan-daang bilyong piso na ginagamit nila ngayon para bilhin ang kanilang pagtakas sa hustisya,” his camp said.
The legal counsel of Bong Revilla also said that they will immediately address the malicious accusation once the Ombudsman accords the actor-politician his right to a preliminary investigation and the proper opportunity to be heard.
