The Office of the Ombudsman is currently investigating Lipana after his alleged involvement in a flood control scandal, based on information from Commission on Audit (COA) Chairman Gamaliel Cordoba. Cordoba clarified that since Lipana is an impeachable official, disciplinary action falls under the Ombudsman’s jurisdiction rather than COA’s authority.
