Erwin Tulfo had this statement that went viral
Senator Erwin Tulfo declared that sometimes you have to bend the law to please the people, and the lawyer seated behind him during the Senate inquiry had this facial reaction.
On September 23, during the Senate inquiry on anomalous flood control projects, Tulfo insisted that stolen funds should be returned to appease the emotions of the public.
He called out to the contractors and officials involved to return the people’s money. Tulfo stressed that the law was not the topic, and he did not care about that.

“Sometimes you have to bend the law to be able to please the people. Mas mataas po ang taong bayan sa batas. Am I right, Sec. Remulla?” Sen. Erwin Tulfo said, which garnered a “yes” answer from Department of Justice Secretary Boying Remulla, who is a lawyer.
Abante News shared a video on Reddit under r/newsPH showing the reaction of Oversight Office Management Director General Atty. Rodolfo Quimbo, who was seated behind Tulfo at that time.
It can be seen in the video that while Tulfo was speaking, Quimbo was talking to someone beside him, but he stopped and looked at the Senator when he mentioned “bend the law.”

Quimbo kept on looking at Tulfo intently. Then, the lawyer’s expression changed after the Senator said the people are above the law and asked Remulla’s reaction. Quimbo scrunched his face with a smile.
In the comment section of this post, many netizens disagreed with what Sen. Erwin Tulfo said regarding the law. Some netizens also criticized the lawmaker for speaking about something he does not know, while some just laughed about this, and expressed their funny reactions, just like a netizen who had this comment, “Tulfo the last law bender.”
