Proposed Law Seeks P1,000 Monthly Allowance for Every Student Nationwide

MONTHLY ALLOWANCE – The proposed P1,000 monthly support aims to boost school attendance and academic performance among Filipino learners.

A legislative proposal aimed at offering financial assistance to Filipino learners has been introduced in Congress. Batangas 1st District Representative Leandro Legarda Leviste authored a bill that seeks to provide a P1,000 monthly allowance to every Filipino student, from kindergarten to college. This proposal was the first measure he submitted upon officially beginning his term on June 30, 2025.

House Bill No. 27 intends to ease the burden of increasing educational costs while also encouraging improved attendance and academic outcomes. The proposed measure ensures that all students—regardless of their economic background—will be eligible for the monthly aid.

The legislation highlights that the allowance is designed to support daily student needs, including meals, transportation, and various school-related expenses. The distribution system will make use of digital cash transfers to guarantee accessibility and fairness throughout the country.

To address the potential budgetary challenges of implementing the program, the bill outlines ways to secure funding from external sources. It promotes seeking donations and other alternative sources of funding to sustain and potentially scale the initiative.

Leviste, who transitioned from business to politics, is confident in the long-term advantages of this educational investment. “While this may come at significant cost, this bill is premised on the attractive returns of investing in the education of the next generation, through a program that would efficiently and directly benefit today’s students who are the country’s future taxpayers,” Leviste said.
