LTO Expands Registration of New Motorcycles to 3-year Validity

Registration of New Motorcycles Now Have 3-year Validity, LTO Announced

The Land Transportation Office (LTO) announced that they have expanded the registration of new motorcycles to 3 years.

According to Chief Jose Arturo Tugade, the LTO has ordered the installation of three-year registration validity for all new motorcycles in the country. He explained that the current norm is in compliance with Republic Acts 4136 and 11032.

According to the two Republic acts, only motorbikes with engine displacements of 201cc or above have a three-year validity period for first registration with the agency. Tugade, however, opted to make the registration valid for three years after the agency’s review, even for motorcycles with engines of 200cc or less.

“It is hereby directed that initial registration of brand new motorcycles with engine displacement of 200cc and below shall be valid for three (3) years,” part of Memorandum Circular No. JMT-2023-2395, based on the article of Inquirer.

“It is understood that the MVUC (Motor Vehicle User’s Charge) to be collected during the initial registration shall likewise be adjusted to cover the corresponding registration validity period,” according to the memo.

This is still one of the LTO’s attempts to speed up the process and make it easier for the public to do business with the agency. Because these are new vehicles, they do not anticipate any issues with the roadworthiness of motorcycles with three-year registration, according to LTO Chief Tugade.

According to the official, the LTO believes that this step will benefit many drivers who register a new motorcycle for use in their business or for employment. Based on previous LTO data, it is expected that this new regulation will benefit two million new motorbike registrations of 200cc or less this year. According to the LTO, the memo will go into effect on May 15.
